Hot Air Balloons fly because hot air rises. By heating inside the balloon envelope it mixes with the cool air temperatures outside causing the balloon to float upwards. As the air cools in the balloon it will go back down. To make it go back up again to make the balloon float for longer the pilot will release more heat.
